This is Joomla's own category manager, for PaddleSubs product categories. Categories can nest, have their own description, image and permissions, and are used by the All Products and Product Categories menu items. A product's category, with its parents, is also saved in Paddle, by title and alias, so it can be rebuilt on another site.

A category's Permissions tab sets Create, Edit, Edit State and Delete for the products in it. They inherit from the parent category and, at the top, from PaddleSubs' options; see the section called “Control Who Can Do What”.
