Seats, and What Happens When They Change
A license has as many seats as its product's Sites per purchase. When every seat is used, a further site is refused until one is released.
If you change Sites per purchase, new purchases get the new number at once. Existing licenses get it when they are next renewed, automatically or with the Renew link. The license follows:

More seats are available at once.

Fewer seats never release a site silently. The newest sites beyond the new number are suspended: they stay bound, but are not licensed, and the customer's licenses page shows them as Suspended: more sites than seats. When the customer releases the sites they no longer want, the suspended ones become active again, newest last.
Each change to the seats is recorded in the license's history.
